BellSouth estimated that 1.1 million of its lines were out in the region covering New Orleans and the Gulf Coast of Mississippi and that repairs would cost $400 million to $600 million. The carrier has made progress in restoring service since the last storm hit the state, when 1.75 million lines were dead. A major logistical challenge is a lack of electricity, plus most of the wireless antenas were destroy or damage during the storms.
